Williams Jr., Vice Admiral, U.S. Navy (retired), who serves as the Associate Deputy Secretary of Energy at the Minority Alternative and Renewable Energy Consortium Forum on Thursday, Apr. 28, 2011, in Washington, DC, at the end of his speech.
